
Doris Flores Brooks has been Public Auditor for Guam since 2000. She cites her 1,000 plus hours in training, with a special emphasis on government accountability. Despite claiming to have identified more than $150 million in fraud and waste, voters will not recall one single person in government ever being held accountable under her watch. Flores Brooks, with so much training and education amassed over the past decade, it is surprising that she failed to also inform voters that it is recommended Public Auditors have strict term limits, in order to maintain independence and the integrity of government accountability as Public Auditor.
